China banks told to halt lending to US banks-SCMP

BEIJING, Sept 25 (Reuters) – Chinese regulators have told domestic banks to stop interbank lending to U.S. financial institutions to prevent possible losses during the financial crisis, the South China Morning Post reported on Thursday.
The Hong Kong newspaper cited unidentified industry sources as saying the instruction from the China Banking Regulatory Commission (CBRC) applied to interbank lending of all currencies to U.S. banks but not to banks from other countries.
“The decree appears to be Beijing’s first attempt to erect defences against the deepening U.S. financial meltdown after the mainland’s major lenders reported billions of U.S. dollars in exposure to the credit crisis,” the SCMP said.

CARACAS, (AFP) – Venezuelan President Hugo Chavez reported an attempted coup against his palace by army troops in contact with “a soldier on the run in the United States,” but said the government had everything under control.
“We’ve arrested some active duty soldiers who were in contact with a soldier on the run in the United States… sending messages about a so-called ‘operation independence,’” Chavez said in a government-run television interview Wednesday.
“They’re trying to infiltrate the Miraflores presidential palace, sending messages to military units located in some states governed by the opposition,” Chavez said without saying how many people were arrested.
He said some military officers who received the conspirators’ messages and did not report them promptly to their superiors have been interrogated and placed under arrest.
“We’ve also seized weapons of war: rocket launchers, rocket-propelled grenades and C4 explosives” during raids in Valencia, 100 kilometers (62 miles) southeast of Caracas, and other areas in the western part of Venezuela, Chavez said.
The leader said the government has “the situation under control.”
“The country must remain calm. It has a government that is alert and a good guardian and capable of stopping this outrage,” he added.
The alleged coup attempt comes days ahead of a Sunday referendum on constitutional reform Chavez has been seeking since 2007 to lift term limits for the president and all elected officials, which would allow him to seek a third term in office in 2013.
The virulently anti-American president has often accused Washington of plotting to overthrow him, most recently in September, when he blamed the US government and media of backing an assassinaton attempt against him by retired and active duty Venezuelan military.
Several arrests were made at the time, according to the Interior Ministry.
Chavez on Wednesday warned “those looking for a military uprising” to stop, because the response by his government “would be very firm.”
“They would regret it,” he said.

Chavez wins vote to scrap term limits in Venezuela
CARACAS, Venezuela – President Hugo Chavez won a referendum to eliminate term limits Sunday, paving the way for him to run again in 2012 and beyond to push through his vision of a socialist Venezuela.
Fireworks exploded in the sky and caravans of supporters celebrated in the streets, waving red flags and honking horns. Thousands of people gathered outside Miraflores Palace, where Chavez appeared on a balcony to sing the national anthem and address the crowd.
“Today we opened wide the gates of the future,” Chavez proclaimed. “Venezuela will not return to its past of indignity.”
With 94 percent of the vote counted, 54 percent had voted in favor of the constitutional amendment, National Electoral Council chief Tibisay Lucena announced. Forty-six percent had voted against the measure to eliminate term limits on all public officials, an irreversible trend.
At their campaign headquarters, Chavez opponents who say the amendment pushes Venezuela closer to dictatorship hugged one another and some cried. Several opposition leaders left without speaking, but those who remained said they wouldn’t contest the vote.
“We accept this result,” said student leader David Smolansky, 23. “We’re still standing. We’re committed to Venezuela.”
Voters on both sides said their decision was crucial to the future of Venezuela, a deeply polarized country where Chavez has spent a tumultuous decade in power channeling tremendous oil wealth into combating gaping social inequality.
“This victory saved the revolution,” said Gonzalo Mosqueda, a 60-year-old shopkeeper, sipping rum from a plastic cup outside the palace. “Without it everything would be at risk — all the social programs, and everything he has done for the poor.”
The recorded blare of bugles jarred Venezuelans awake before dawn, and long lines formed even before the polls opened at 6 a.m. Information Minister Jesse Chacon projected turnout as high as 70 percent.
Chavez supporters said Chavez has given poor Venezuelans cheap food, free education and quality health care, and empowered them with a discourse of class struggle after decades of U.S.-backed governments that favored the rich.
Opponents said Chavez already has far too much power, with the courts, the legislature and the election council all under his influence. Removing the 12-year presidential term limit he pushed through in a 1999 referendum, they said, makes him unstoppable.
“If he wins he’ll be unleashed and he’ll make us like Cuba, because that’s what he really wants,” Adriana Hernandez, a 19-year-old engineering student, said as she waited in line to vote. “He’ll create laws by decree, and go after private property.”
Chavez took office in 1999 and won support for a new constitution the same year that allowed the president to serve two six-year terms, barring him from the 2012 elections. Sunday’s vote was his second attempt to change that. Voters rejected a broader referendum in December 2007.
Venezuela’s leftist allies in Latin America have followed the model. Ecuador pushed through a new constitution in September and Bolivia did so in January. Both loosened rules on presidential re-election. Nicaragua’s ruling Sandinistas also plan to propose an amendment that would let Daniel Ortega run for another consecutive term.
Venezuela has seen 15 elections or referendums in Chavez’s decade, which Chavez supporters say proves his dedication to democracy and which supporters call tiresome.
Chavez argued he needs more time to complete Venezuela’s transition to socialism — a process he has said could take another decade or more. He says his “little change” deepens democracy by giving voters more options.
Chavez warned his opponents — whom he calls “sore losers” — to respect the results.
“Any attempt to take us down the path of violence, by failing to recognize the results of the people’s will, will be neutralized,” he said.

What is surprising, given the recent controversy over Obama’s membership in the Trinity United Church of Christ, is how little the Obamas apparently gave to charity — well short of the biblical 10% tithe for all seven years. In two of the years, the Obamas gave far less than 1% of their income to charity; in three of the years, they gave around 1% of their income to charity. Only in the last two years have they given substantially more as their income skyrocketed — 4.7% in 2005 and 6.1% in 2006.

In the sweltering California heat with their placards, posters, red armbands and chants of “no cuts, no fees, education should be free”, the demonstrators packed in to Sproul Plaza at the centre of University of California Berkeley campus today meant business.
The crowd cheered and passing cars hooted as speakers implored them to fight state authorities’ plans to hike student fees and lay off workers.
Daniella, a petite second-year Latina undergraduate sitting quietly in the shade echoed what many making the rallying calls were articulating. “My whole life I wanted to come here. If they increase the fees I will have to drop out. We have to fight this.”
The Berkeley protest was one of many held across California in an unprecedented day of action directed at university authorities and state governor, Arnold Schwarzenegger as he attempts to curb the state’s multibillion-dollar budget crisis. Faculty, students and unions from the University of California’s 10 campuses including its two most prestigious, UCLA and Berkeley, joined forces in what was the biggest student protest for more than a generation.
The scale of the protests has come as a shock to state authorities. What began as a marginal dispute in the summer between university faculty and their management over cuts in salaries has in recent weeks escalated into a statewide walkout by students and faculty as well as a day of strike action by campus technical workers against layoffs and diminished terms and conditions.
The turning point came two weeks ago when university authorities warned of savage budget cuts to deal with a $750m (£466m) shortfall and mooted huge increases in the cost of tuition. “UC regents vote next week to raise student fees, already up 250% over the last decade, by an additional 30%,” was how one group of protesters summed up the situation today.
In a move that will reignite debates around racial inequities in education one group demonstrating labelled the proposed hike in fees as “twisted and racist”, saying it would mean more low-income and ethnic minority students would be unable to afford a college education. They also criticised proposals to increase the proportion of out-of-state students – who pay markedly higher fees – to 26% alleging it would further reduce the opportunities for young people from low-income groups or ethnic minorities living in California to secure a university place.
In a swipe clearly directed at the governor’s office one provocative leaflet read: “Annually the state pays $49,000 per prison inmate and less than $14,000 per UC student. If the state can lock us up, it can invest in our education for one-third of the cost.”
A spokesman for the group Graduate Students of Colour said: “Students of colour are asking a crucial question: Why now, and why us? California’s population of college-age adults is majority black and brown. Whatever other reasons are cited, that underlying condition is left unspoken.”
In recent years student demonstrations in California have been small-scale and largely single issue-led such as those held after Hurricane Katrina when students protested against the Bush administration’s response in the immediate aftermath. Signs that the latest protests were different and that feelings were running especially high were evident in the run-up to the walkout with fringe meetings mushrooming across campuses to galvanise support. At UC Berkeley activists could be seen donning red armbands while at UC Davis one preliminary protest yesterday included a “naked” demonstration by a small group of students accusing authorities of “stripping” the education system.
Facebook and Twitter campaigns were also launched while over a thousand faculty members across all campuses signed an online petition rejecting budget cuts and proposing alternative ways to save money such as trimming the salaries of education bosses and senior officials plus tapping into reserve funds.
For many this latest wave of protest in California is reminiscent of the 1960s when UC Berkeley in particular earned a reputation as the epicentre of student activism when it spawned the Free Speech Movement. It was also the last time a former Hollywood actor, Ronald Reagan, was governor. Author and scholar at UC Berkeley’s geography department Gray Brechin, who was an undergraduate at Berkeley during the 60s unrest said the current dispute had been “simmering” under the surface for months.
He said many in the university are concerned that California’s budgetary problems are being used as “an excuse” to dismantle the state’s public university system and move it toward a system reliant on private donors for funding. “California is beyond broke. The wealthiest state in the nation is bankrupt. These problems began a long time ago. What we need is a more progressive tax system to fund the university, not to dismantle it.”
The UC system, the largest network of its kind in the US with over 220,000 students and more than 170,000 faculty, is widely regarded as a flagship public university often outperforming privately-funded prestigious schools such as Stanford just a few miles from Berkeley in the home of hi-tech, Silicon Valley. University authorities have staunchly denied suggestions of an attempt to undermine public education.
California’s colossal budget crisis has become an ever-increasing thorn in the side of the governor as more people feel the pain of cuts in expenditure on schools and other services on top of the fallout from recession. The state is an estimated $15bn in debt with no way out in sight.
Today’s protests come close on the heels of another politically sensitive initiative. Just last week the governor granted early release to thousands of prisoners in a cash-saving exercise. But if the prisoner release controversy was embarrassing, the dramatic public education furore looks set not only to be a more enduring and contentious problem but possibly one that attracts nationwide attention.

I have studied the history of money, credit and banking for nearly 30 years now and it finally dawned on me a few years ago how to create a scientific monetary system which completely eliminates taxation and usury and provides a simple balancing mechanism which maintains stable values by permanently preventing inflationary and recessionary extremes.
If this system could be introduced as a replacement to the dishonest Federal Reserve System, America would once again become the land of the free.
I am fully aware of the Messianic, Zionist agenda of the House of Rothschild. The Rothschild’s are “ipso facto” invisible rulers of the world by virtue of their covert control over the world’s money supplies. The Rothschild’s act anonymously as puppet masters behind all the world’s Central Banks. The new monetary system I propose is based on a long study of past American Scrip systems such as Ben Franklin’s Pennsylvania Scrip and Abraham Lincoln’s Civil War Greenbacks. These are the best examples of an honest money system.
Scrip is paper money that is issued by an agency of government, not as a debt, but as a credit coupon redeemable for goods and services produced by the workforce. Scrip is a uniform contract, an IOU, which enables the worker, who creates goods and services for the marketplace, to draw what they need from the marketplace. Scrip is proof of work performed and entitles the bearer to draw their fair share of goods and services created by the workforce in general.
As a result their is no need to hamper the system with a gold and silver standard, which is too restricting and recessionary. The goods and services created by the work is what backs the scrip and provides the real redemption. And so this new monetary system is based, not on a gold or silver standard, but on a work standard.
Work is how we create true wealth and so work is the only natural standard that money can ever have if it is to be a stable, reliable system.
Government Scrip should be created and issued in only two ways. 1. First as payment for work performed on public projects such as roads, bridges, dams, ports, canals, etc. Such projects provide vitally useful assets. The Scrip Money then begins to circulate as a medium of exchange to facilitate trade. By returning to government the power to create money, there is no longer any need for taxation. When the government needs money, it simply creates it to put people to work on whatever public projects are deemed to be in the public interest. This method of issuance provides a permanent base currency which remains in circulation indefinately.
2. The second way to issue Scrip money is for government to make loans to credit worthy individuals who contract to pay back only the principal. Since government has no profit motive, there is no need to charge interest on such private loans. And so we can dispense with taxation and usury altogether.
The Scrip Money loaned to private individuals does not stay in circulation permanently. When the loan is paid back to the government, the Scrip Money flows out of circulation. And thus the greater volume of money in circulation becomes elastic and can be controlled through government lending operations.
For example, whenever inflation occurs and general prices begin to rise, the government can stop it by slowing down or turning off the credit spigot to allow the surplus money to flow out of circulation as loans are paid off. And vice versa, when the government notices that a recession is occurring and workers are in fear of layoffs, the credit spigot should be opened and loans should be made to quench the money shortage and prevent unemployment.
In order to firmly establish the work standard of money, the government must set a universal minimum wage for unskilled labor. An hours worth of work would earn an hours worth of credit. Trade could be further simplified by denominating scrip in increments of hours instead of increments of dollars.
And there you have it! A simplified monetary system which completely eliminates taxation, usury, inflation and recession.
Once a Scrip system is established, it could be used to replace all Federal Reserve Notes and U.S. Treasury obligations on a one for one par value. This would completely pay off and eliminate all public indebtedness which was created fraudulently by our Central Bank. Under the Scrip system, government debt would never occur. Why borrow fiat money and pay interest when you can make your own?
Imagine the huge economic stimulus such a change would create. Money would no longer be the master of humanity but our servant. Poverty would finally be eliminated. Anyone willing and able to work would be under constant demand and those with special skills would be highly sought and recruited.
If the government were to fail to properly manage the Scrip system by allowing inflation or recession to wreak havoc, then the voters could clean house. That is not currently possible under the Federal Reserve System which functions behind a curtain and beyond the reach of voters.
I challenge anyone to find a flaw in this system. But the big question is how do we implement it without a lot of bloodshed?

hi, do you still own g? they recently released a estimate of reserves completed by WAI. i compared the 2008 estimate also done by WAI and there seems to be a discrepancy concerning the open pit estimates. is my math wrong? the 2008 estimate i posted on stockhouse. thanks, john

yeah, i still own g in sweden. there is plenty of gold to be discovered. i have not had time to look at the estimate. maybe this weekend. also have not had time to look at em in depth either, but same situation, quality property, good management, good reserve growth, trying to control dilution. etc. i have not really sold anything. too busy to trade much. the only disappointed is the utter and sheer manipulation of Novag, due to ABX/JPM/Goldman/BOM, messing with that stock naked shorting it, and all the baseless lawsuits. canada has an even looser ’safe harbor’ law than the usa.

i looked at the latest reserve update.
they did not have close enough drilling to move the ore into the measured and indicated and classify them as reserve and call them proven and probable.
they demonstrate they 3.7 years can that are ‘bankable’ but around 10 years total ‘reserves+indicated’ resources.
they have done a poor job of proving up resources and converting them to ‘bookable’ reserves, but have done a lot of driling on 30 meter spacing that indicates they should be able to convert those.
the ceo needs to show growth in the proven and probable reserves and do more infill drilling to move some more ore into that category and into the measured and indicated resources.
they have had a number of exciting strikes which indicates they should be able to expand the open pit. and are working towards getting the open pit operation up and running along with expanding the underground mining operation.
slow going for sure,but at least they are expanding the operation and making money.
the stock is a ‘hold’.
